Phila. City Council budget hearings: SEPTA, education, the library

At 10 a.m., City Council is scheduled to hear budget testimony from representatives of the Free Library, followed by the Civil Service Commission, the city's Personnel Department and then the Human Relations Commission.
After a break for lunch, Council will return at 1:30 as officials from Philadelphia Community College make their case, followed by SEPTA.

This is the sixth week that Council has convened to hold hearings on the $4 billion budget that Mayor Nutter proposed Feb. 14. Council must approve the spending plan by May 31.
