<sigh> My point was that if there was, we would see much less pollution in those instances. Holding people responsible for their emissions, pollution, litter, whatever, and in a financial way (since we worship the dollar more than anything else in this country), reduces the likelihood that pollution will occur. It at least puts pressure on some to stop the practice.

My bad, I was under the impression that some of the soil was contaminated around the building. Still, if the company had to pay a tax for mercury not recovered and disposed of would the site even be an issue today? Depends on how much the tax was most likely.
Taxpayers will most likely now foot the bill.
